Who qualifies for VAT exemption?

If you’re disabled or have a long-term illness, you will not be charged VAT on products designed or adapted for your own personal or domestic use.

Your disability must meet the following specific criteria outlined by the government:


  • You have a physical or mental impairment that impacts your ability to perform everyday activities, such as blindness.
  • You have a condition classified as a chronic sickness, like diabetes.
  • You’re terminally ill.

The VAT Act 1994: Section 30 holds that goods and services specified in Schedule 8 to the Act are zero-rated; and Schedule 8, Group 12 (as amended by SI 1997/2744, SI 2000/805 and 2001/754) specifies the zero-rated goods and services explained in this notice.
